Legalizing documents at the Melbourne China Visa Application Service Centre

Important information for the Melbourne China Visa Application Service Centre

Changes for non-Chinese nationals

If you are a non-Chinese national sending documents to China, you must now submit your documents to the China Visa Application Service Centre. As of 2023, the Centre has assumed all legalisation processing for non-Chinese nationals on behalf of the Chinese Consulate-General in Melbourne.

The Document Legalization  Process at the Melbourne China Visa Application Service Centre

There are a few important pieces of information you should know if you are trying to (without our Melbourne Notary Public’s assistance) legalize documents at the Chinese Visa Application Centre in Melbourne. Please ask about our China legalisation service in Melbourne if you want your documents legalized in the most time-efficient manner, i.e. you want to save the hassle of doing it yourself. 

  1. Documents must be submitted to the Centre in person. Mailing or courier service is not an option. Personal submission requires an appointment, and if you delegate this task to a representative, they need proper authorisation.
  2. Appointments are only scheduled on certain weekdays, restricting the availability of appointment slots. Thus, scheduling your appointments may require weeks or even months of prior planning. You will be denied service if you arrive without an appointment.
  3. Expect lengthy waiting times at the Centre, even with an appointment. It’s not uncommon to find fully occupied seats, with people standing or even sitting on the floor, often resulting in an all-day wait to submit your documents.
  4. The Centre’s counter staff can choose not to serve you if your documents are not in good order, even with an appointment and after waiting in line.
  5. Your documents’ acceptance is uncertain until you present them at the Centre. While neither the Centre nor the Consulate is responsible for your documents’ content or purpose, they often scrutinise your documents. Like the Consulate, the Centre may refuse documents based on a range of concerns, from national security to typographical errors. Even documents prepared by a lawyer in China may be rejected.
  6. If your documents are rejected, you’ll likely need to start the process anew, beginning with notarisation and then DFAT authentication. Speak to our Melbourne Notary Public to save you time and money!
  7. Even if your documents are not rejected, they won’t be processed on the appointment day. The processing period is approximately one week, and you must personally collect your documents. If your documents are rejected, you’ll need to restart the process.
  8. Collection times and options are restricted. You must return in person to retrieve your documents. Collection appointments are limited to certain weekdays requiring further waiting in line.
  9. Communication with the Centre is challenging. It’s unlikely you can reach them via phone or email, usually necessitating an in-person appointment. Counter staff often refuse to answer queries and direct you to their website for information.

What about the Chinese Consulate?

Conversely, the Consulate’s legalisation processing (particularly with their postal service since COVID) has been more efficient, but it’s now exclusively available to Chinese citizens. Like the Centre, the Consulate can also reject your documents at its discretion. However, it spares you the hours-long waiting times.
